How the UK measures the terrorist threat
The UK uses a five-point threat level — Low, Moderate, Substantial, Severe and Critical — to communicate how likely a terrorist attack is. The level for international terrorism is set by the Joint Terrorism Analysis Centre (JTAC); the level for Northern Ireland-related terrorism is set separately by the Security Service (MI5).
